37.16

勅廢天下道觀道士皆返俗○勅沙門慧超為壽光殿學士。召眾僧法集講論注解經文。並居禁中（此內道場之始）。

An imperial decree was issued abolishing the Daoist abbeys throughout the realm, and all Daoist priests returned to lay life. An imperial decree appointed the śramaṇa Huichao as Academician of the Hall of Longevity and Radiance (Shouguang Dian). The assembly of monks was summoned for a Dharma gathering to lecture, debate, and comment on sūtra texts, and they resided within the imperial palace (this was the beginning of the Inner Bodhimaṇḍa).
