37.70

十三年。詔國內初受戒者參律五夏。勅曇瑗律師（瑗音院）總知監檢。有司給其衣食。勿使經營致虧功績。不踰數載道器大成。乃以瑗為國僧正。

In the thirteenth year, an edict ordered that newly ordained monastics throughout the realm should study the Vinaya for five summer retreats. An imperial decree appointed Vinaya Master Tanyuan to oversee and inspect them, with the authorities providing them with food and clothing, so that worldly pursuits would not undermine their achievements. Within a few years, vessels of the Way were grandly accomplished, and Tanyuan was appointed National Saṅgha Controller.
