景明二年。詔僧犯殺人依俗格斷。餘犯悉付昭玄都統。以內律僧制判之。時崔暹好佛法。以僧尼猥濫。奏設科條一篇。事密而法平。勅付昭玄都統法上以為檢約。

In the second year of the Jingming reign era, an edict stated that monks who commit murder should be judged according to secular laws, while other offenses were all to be handed over to the Chief Supervisor of the Zhaoxuan Temple to be adjudicated according to the internal Vinaya and monastic regulations. At that time, Cui Xian was fond of the Buddhist Dharma; considering that monks and nuns were disorderly and undisciplined, he memorialized requesting the establishment of an article of regulations, which was meticulous in matter and equitable in law. An imperial decree handed it over to Fashang, the Chief Supervisor of the Zhaoxuan Temple, to serve as restraint.
