38.84

保定三年。詔曰。歲在昭陽（三陽孟春）龍集天并（龍集者。東方蒼龍為歲首也。天并歲在申也）當令所司奉造一切經藏。始乎生滅之教訖於泥洹之說云云。

In the third year of Baoding, an edict stated: "The year being in Zhaoyang (the first month of spring, with the three yang lines rising), the Dragon Star gathers at Tianbing (the Dragon gathering means the Azure Dragon of the east begins the year; Tianbing means the year is in Shen), the competent officials are commanded to reverently produce a complete collection of the Buddhist Canon, beginning with the teaching on arising and ceasing and concluding with the discourse on nirvāṇa," and so forth.
