In the eighth year, an edict ordered the construction of Hongfu Monastery for Empress Dowager Mu. His Majesty's carriage visited in person to perform the eye-opening ceremony for the Buddha [statue]. Minister of the Department of State Affairs Yu Shinan drew up a memorial stating: 'In my early years, your disciple suddenly fell gravely ill. At that time, I made a vow in my mind that on the day of my recovery, I would respectfully offer a vegetarian feast for a thousand people. Now, in the sanctuary, I respectfully offer a vegetable gathering for a thousand monks. Through the power of this vow, I hope that life after life, throughout all generations, I will be free from illness and distress, and that my ancestors extending back seven generations and the enemies and relatives across the six destinies may all share in this vow' (Calligraphic Model). An edict summoned Master Chang of Puguang Monastery into the inner palace to bestow the precepts upon the Empress. Laizhou reported: 'Monks from the three kingdoms of Gaoli (together with Silla and Baekje forming the three kingdoms) wish to enter China to study the Buddhist Dharma, but they only seek to spy out the reality.' Wei Zheng said: 'What Your Majesty does that is good is sufficient to serve as a model for the barbarians; what is not good, even if you keep the barbarians away, how will it benefit the state?' An edict permitted it.
