40.24

十四年。日本國沙門榮睿普照至揚州。奉國主命以僧伽梨十領施中國高行律師。鑒真受其衣。感外國有佛種。遂與睿等附𮎌而東。既至。王迎勞之。館於毘盧遮那殿。請其授歸戒。夫人群臣以次稟授。日本律教始行於此。

In the fourteenth year, the Japanese monks Yōrei and Fushō arrived in Yangzhou. Following their king's order, they presented ten saṃghāṭī robes to Chinese Vinaya masters of high conduct. Jianzhen accepted the robes, and, deeply moved that foreign lands possessed the seed of Buddhahood, boarded a ship with Rei and the others to head east. Once he arrived, the king welcomed and comforted him, housed him in the Vairocana Hall, and requested him to transmit the refuges and precepts. The queen and ministers received them in succession. The transmission of the Vinaya in Japan began from this.
