40.30

述曰。佛言。九十六種外道。佛道為正。是知餘皆邪法無足議者。末尼既是邪見。朝廷便須禁止。今乃縱其自行不加科罰。曾不思此立有染其習者。邪以傳邪適足為佛法之混濫。嘻不知當時君臣。何其不能區別耶。

The commentary says: The Buddha stated that among the ninety-six kinds of heterodox paths, only the Buddha's path is correct. Thus we know that the rest are all false doctrines, not even worth discussing. Since Mani is a false view, the imperial court should immediately have banned it. Yet now they permit them to practice it freely without imposing punishment, never considering that if any here become tainted by their practices, the transmission of falsity through falsity will suffice to bring confusion and corruption to the Buddha's Dharma. Alas, I do not know why the ruler and ministers of that time were so incapable of making the distinction!
