二年。江西觀察使沈傳師。請於洪州建方等戒壇。以聖誕度僧。制答曰。此因國事暫免度僧。勅命已下而傳師違禁。申請宜罰。奉一月以示不允。

In the second year, Shen Chuanshi, Surveillance Commissioner of Jiangxi, requested permission to erect a universal ordination platform in Hongzhou to ordain monks on the imperial birthday. The imperial response stated: "Ordaining monks has been temporarily suspended due to state affairs. The imperial decree had already been issued, yet Chuanshi violated the prohibition; his petition should be penalized with a fine of one month's salary to show disapproval."
