Pei Xiu, the Prefect of Xuanzhou, stated: 'Across the empire, Buddhist and Daoist monasteries are mostly overrun and trampled by officials and transient guests. From now on, they must not reside or lodge in monasteries; violators shall be severely punished.' This was sanctioned by imperial decree. The śramaṇa Xiuhei of Anguo Monastery answered imperial summons through his poetic talent. He once begged the Emperor for a purple robe. The Emperor said, 'I am not stingy toward you; it is only that your physiognomic signs are deficient.' When it was granted, he died suddenly that very night.
