In the fifth month of the eleventh year, Grand Councillor Qin Hui, on the grounds that Zonggao of Mount Jing was a partisan of Zhang Jiucheng, revoked his robes and ordination certificate and banished him to Hengzhou (Funerary Inscription). The Emperor said to his assisting ministers: "Ever since the Buddhadharma entered China, literati have flocked to it. The superior among them believe in the discourse of pure tranquility, while the inferior believe in the retribution of misfortune and fortune. Yet they fail to realize that the Six Classics are broad and great, omitting nothing. For instance, the Book of Changes speaks of 'neither thinking nor doing, resting quiet and motionless, yet responding and penetrating through when stimulated,' and the Book of Rites speaks of 'rectifying the mind and making the intentions sincere'—are these not the Buddhist transformation of pure tranquility? 'A family that accumulates goodness will surely have surplus blessings; a family that accumulates non-goodness will surely have surplus calamities,' and the Book of Documents says, 'Upon those who do good, a hundred blessings descend; upon those who do evil, a hundred calamities descend'—are these not the Buddhist retribution of misfortune and fortune?"
