中統元年大赦。普度僧尼。十二月以梵僧八合思八為帝師。授以玉印。統釋教事二年於桓州東梁河北之龍岡建開平府。首於城中乾艮二隅造兩佛剎。曰大乾元寺。曰龍光華嚴寺。

In the first year of the Zhongtong reign period, a great amnesty was proclaimed, and monks and nuns were universally ordained. In the twelfth month, the Indian monk 'Phags-pa was made Imperial Preceptor and bestowed a jade seal, placing him in control of Buddhist affairs. In the second year, the Kaiping Superior Prefecture was established on Longgang north of the Dongliang River in Huanzhou. First, two Buddhist monasteries were built in the northwest and northeast quarters of the city: one was named Da Qianyuan Temple, and the other Longguang Huayan Temple.
