二年。詔諭總統所僧人通五大部經者為中選。以有德業者為州郡僧錄判正副都綱等官。仍於各路設三學講三禪會。

In the second year, an imperial decree instructed the General Administrative Office that monks who were proficient in the five great divisions of the scriptures should be selected, and those with virtue and practice should be appointed as officials such as prefectural clerical registrars, directors, and assistant directors. Furthermore, academies for lecturing on the three teachings and assemblies for the three kinds of Chan were established in each circuit.
