In the first year of Zhihe, the Imperial Preceptor was commanded to conduct Buddhist services inside the palace. The Emperor attended the Xingsheng Palace and received the precepts of Amitāyus Buddha from the Imperial Preceptor. One thousand monks were commanded to perform a supreme assembly at Zhenguo Monastery. An imperial edict commanded the Imperial Preceptor to order monks to perform Buddhist services in Yanguan Prefecture, and to build three hundred and sixteen stūpas to suppress sea inundations. At that time, Grand Councilor Lord Tuohuan of the Jiangzhe Branch Secretariat was distressed by this, prayed at Upper Tianzhu, extensively initiated Buddhist services, and ordered Dharma Master Tian'an Ji to visit the site in person. Furthermore, the authorities were ordered to conduct a Great Water-and-Land Assembly for seven days and seven nights. The Dharma Master chanted spells as he walked over the sand and water, and wherever his footsteps pressed down, the soil solidified. In the tenth month, Empress Yilianzhenbala received the Buddhist precepts from the Imperial Preceptor. Monks and Daoists were prohibited from purchasing land; violators would be punished.
