While the Buddha was on Mount Gṛdhrakūṭa in the city of Rājagṛha, he expounded the fourteen correct practices of the Prajñāpāramitā for King Prasenajit of Śrāvastī. He further enjoined the king, saying: 'When the state is about to fall into chaos, when bandits come to invade the realm, when anomalies occur among the sun, moon, and stars, when great fires, great floods, and crop failures occur, or when great winds and severe droughts arise, you should invite one hundred Dharma masters to set up one hundred high seats, and twice a day expound and chant this sūtra (the present custom of morning and evening lectures is seen in this text). One hundred classes of spirits and deities will rejoice upon hearing this sūtra, protecting your state, bringing peace and happiness to the myriad commoners, and bringing joy to the sovereign. When the king travels, place the sūtra upon a table of the seven treasures, preceding him by fully one hundred paces. When the king halts, place it upon a canopied seat of the seven treasures, making offerings day after day as if serving your father and mother.' At that time, the kings of the sixteen great nations rejoiced upon hearing the Dharma; they immediately entrusted their state affairs to their younger brothers, renounced household life to cultivate the Way, and realized the Prajñāpāramitā of all practices. (The Sūtra of the Benevolent King Asking About Prajñā. The Qian on the Benevolent King says: 'Twenty-nine years after the Tathāgata attained enlightenment, he had already expounded the Mahāprajñā for me. Thus we know that Prajñā follows the Vaipulya, and also know that the Benevolent King follows the Larger Prajñā.' The Dīrgha Āgama: the sixteen great nations are Śrāvastī, Magadha, Vārāṇasī, Vaiśālī, Kapilavastu, Kuśinagara, Kosala, Kaśmīra, Kuru, Karakaṇḍa (?), Gandhāra, Śārdūla (?), Siṃhala, Cedi (?), Kanyakubja (?), and Potali (?).)
