The preface states: Preaching the Dharma to deliver beings is the grand essential purpose of the Tathāgata's appearance in the world. People vary between sharp and dull faculties, and thus the Dharma has sudden and gradual teachings. Hence, among those who hear the Dharma, none fail to awaken and enter it, just as an expert physician applies medicine according to the illness; when the medicine is appropriate, no illness fails to be cured. Does not the commentary state: 'From beginning to end, the present Buddha fully turned the Dharma wheels of the five flavors; turning this Dharma to transform the minds of others and enable them to awaken—this is the meaning of turning the wheel of the Dharma'?
