The Commentary states: This was because the previous reception of the precepts by Zhao and others was not in accord with the Dharma; hence they demarcated the boundary on the boat to assemble the saṅgha to facilitate conducting the rite. Today, people receive the precepts in youth with a light mind, not knowing the expedient means and unable to arouse emotional resonance, not even partaking of the lowest grade; thus to receive them again is truly appropriate. The *Sarvāstivāda Treatise* says: 'Receiving them again increases them to the highest grade, while one's original summer retreats are not lost.' If so, even the middling and inferior still need to be augmented through re-reception; how much more so for those who have not even been able to arouse resonance! Someone may ask: 'Having already heard the karmavācanā previously, if one now receives them again, does not one's previous hearing become clandestine listening?' However, with a light mind and ignorance at that time, since one was unable to grasp the holy Dharma, how could there be the fault of clandestine listening? Those of eminent virtue who are clear in the Vinaya must evaluate this further.
