The commentary says: When the Buddhist Dharma faces adverse fortune, there must certainly be treacherous men who throw the Dharma into disorder, and the sovereign ultimately falls under their delusion. When fortune is destined to turn peaceful, the multitude joins in attacking them, and the sovereign suddenly awakens. Thereupon, he issues a decree to cleanse himself, designates Lingsu as a treacherous man, and greatly restores the Buddhist Dharma. Deluded at first and enlightened later—all of this was brought about by the destiny of the Dharma.
