10.57

（二十）　是年關輔旱。帝引民就食洛州。先是律師靈藏者。帝為布衣交。至是命藏陪駕。既而趣向藏者極盛。帝聞之手勅曰。弟子是俗人天子。律師是道人天子。有樂離俗者任師度之。藏由是度人前後數萬。間有譖之者。帝曰。律師化人為善。弟子禁人為惡。言雖有異意則無殊。

(20) In this year, the Capital region suffered a drought. The emperor led the people to seek food in Luozhou. Prior to this, Vinaya Master Lingzang had been a commoner friend of the emperor. By this time, the emperor ordered Zang to accompany the imperial retinue. Subsequently, those who turned to Zang were exceedingly numerous. When the emperor heard this, he issued a personal edict stating: "This disciple is the Son of Heaven for secular people; the Vinaya Master is the Son of Heaven for people of the Way. Whoever takes pleasure in leaving behind the world is permitted to be ordained by the Master." Because of this, Zang ordained tens of thousands of people over time. When someone slandered him, the emperor said, "The Vinaya Master transforms people toward goodness; this disciple forbids people from doing evil. Although the words differ, the intent is not different."
