On the thirteenth day of the sixth month in this year, an imperial edict stated: "We reverently contemplate the True Awakened One's great kindness and great compassion, who rescues and protects sentient beings and ferries all classes of beings across. We have taken refuge in the Three Jewels and revived the holy teaching, wishing that together with all the people within the four seas, we may all generate bodhicitta and jointly cultivate deeds of blessing, causing the present age as well as future lives to eternally produce good causes and together ascend to the wondrous fruit. Let thirty śramaṇas who thoroughly comprehend the characteristics of dharmas and are capable of proclamation and guidance be invited; each taking two attendants, one titular official, and one hundred and twenty pieces of frankincense, they shall distribute and convey the relics to the thirty prefectures to erect stupas. In each prefecture, three hundred and sixty monks shall perform repentance on behalf of Ourselves, the Crown Prince, the empress and imperial consorts, the princes, inner and outer officials, literati, and commoners; and at the battlefield of Xiangzhou, a monastery shall be established for seven days of circumambulation and practice of the Way. People shall be allowed to give alms, limited to ten coins. The money donated shall be used to finance the construction of the stupas; if insufficient for the labour, it shall be supplemented directly using warehouse goods. In addition, the monks and nuns of other prefectures and commanderies shall universally host vegetarian feasts for the relics. It is limited that on the fifteenth day of the tenth month at the hour of noon, the stone caskets shall simultaneously be lowered. From Area Commanders-in-Chief and Prefects down to County Lieutenants, except for urgent military affairs, they shall suspend their duties for seven days, exclusively overseeing the practice of the Way and exhausting all sincerity and reverence, to accord with Our intention." On this day, the Emperor personally held the thirty relics in the seven-jeweled chest, brought them out from within, and placed them upon the table before the imperial throne. Together with all the śramaṇas, he burned incense and paid homage, vowing: "May this disciple always use the correct Dharma to protect and sustain the Three Jewels, and rescue and cross over all sentient beings." Then thirty gold flasks and thirty lapis lazuli flasks were taken; the gold flasks were placed inside the lapis lazuli flasks, and the relics were set within them. Frankincense was made into mud to seal the lids and stamp them with seals. All the śramaṇas each received them and went forth. Upon first entering the prefectural borders, the Area Commanders-in-Chief and Prefects walked along flanking the roads to lead the way; the fourfold assembly was solemn and pure in demeanor, jointly using jeweled canopies, banners, standards, flower stages, palanquins for statues, curtains for the Buddha, carriages for scriptures, fragrant mountains, fragrant bowls, and various sorts of music to completely present offerings, circumambulate, and chant praises, in accordance with the method in the Āgama sūtra for the relics entering the city of Kuśinagara. Thereupon the śramaṇas addressed the fourfold assembly, proclaiming: "The Most Venerable, with the boundless and limitlessly vast great compassion of a bodhisattva, pities sentient beings to the very marrow of their bones; therefore he distributes the relics so that together all under heaven may create good causes." Furthermore, they cited scripture texts concerning various expedient means and teachings of admonition, guiding them so profoundly that people were deeply moved to weeping and tears, as the repentance texts were proclaimed and read. When the relics were about to enter the caskets, the śramaṇas held the jeweled flasks high to display them to the great assembly; everyone wiped their eyes and gazed intently, all beholding their bright radiance, weeping with loving longing as their cries shook the earth. Wherever they were enshrined, it was entirely likewise. On the fifteenth day of the tenth month at the hour of noon, the Emperor stood facing west in the Great Hall of Daxing Palace, holding a jade tablet. He invited the Buddha image and three hundred and sixty śramaṇas, with banners, canopies, incense, flowers, praises, and music, coming from Daxingshan Monastery to abide in the palace hall. The Emperor burned incense, made prostrations, descended to the eastern corridor, and personally led the civil and military officials in vegetarian fasting. When the relics had entered the stupas, the Emperor said: "Now that the Buddha Dharma is revived, there will certainly be sympathetic responses." Thereafter, memorial reports from various places all matched his words (see the Record of Auspicious Responses of the Relics by Editorial Director Wang Shao).
