11.19

十月天下斷獄。死罪二十有九人。東南薄海。西極于嶺。北窮玄塞。戶不夜閉。旅不齎糧。取給於路。米斗三錢。天下大治。蠻夷君長衣冠帶刀宿衛。帝喜謂群臣曰。此魏徵勸朕仁義之効也。惜不令封德彝見之。因追念初平天下時。手誅千餘人不及享太平。即以御服施諸寺。命僧禮懺薦擢焉。

In the tenth month, when capital cases were decided throughout the realm, only twenty-nine persons were sentenced to death. From the sea in the southeast, to the mountains in the far west, to the dark frontier barriers in the north, doors were not locked at night, travelers carried no provisions but obtained supplies along the road, and a dou of rice cost three cash. The empire was under Great Peace. The barbarian rulers, wearing caps and robes and girding their swords, served on night watch in the imperial palace. The Emperor, delighted, said to his ministers, "This is the efficacy of Wei Zheng exhorting me to benevolence and righteousness. What a pity that Feng Deyi did not live to see it!" Then, recalling that when he first pacified the realm, he had personally executed more than a thousand men who did not live to enjoy the Great Peace, he presented his imperial robes to various monasteries and ordered the monks to perform repentance rituals and offer dedications to deliver them.
