Imperial decree: By the power of the Eternal Heaven and the shelter of great good fortune, the Emperor's decree: We say to the Central Secretariat, the Bureau of Military Affairs, the Censorate, the Pacification Commissions, Surveillance Commissions, and darughachi of each route, the civilian officials, and the officials governing military stations and artisans, as well as all Daoist masters: Previously, in the decree of the Möngke Emperor, in the wuwu year, when the Buddhist monks and Daoist masters verified the Buddhist teachings, because the Daoist masters were defeated, seventeen of them were ordered to shave their heads and become monks. The Huahu jing and other scriptures and their printing blocks that the Daoist masters had fabricated through lies were ordered to be burned, and the murals and stone steles depicting the Eighty-One Transformations in the temples of each route were all to be burned and destroyed. Now, the Bureau of the General Controller of Merit and Virtue has memorialized that the Daoist masters in various routes have to this day concealed and not yet destroyed the scriptures and printing blocks that ought to have been destroyed, and furthermore, there are Daoist Canon printing blocks in Baoding, Zhending, Taiyuan, Pingyang, the three patriarchs' hermitage in Hezhong Prefecture, and Guanxi. In response to this memorial, Zhang Pingzhang, Zhang Zuocheng, Minister Jiao, Controller Quan, Qudu-yus, the scholars of the Hanlin Academy, Dulu the Palace Reception Envoy of the Central Secretariat, Shams al-Dīn the Secretariat Envoy, Monk Official Yuan, Monk Adjudicator Zhenzang, various lecturing masters, senior elders, Heavenly Master Zhang, Realized Master Qi, Realized Master Li, Realized Master Du, and all the Daoist masters were ordered to go together to Changchun Palace to sort them out. Now Zhang Pingzhang and the others have reported back: 'In the canon preserved by these Daoist masters, apart from the Daodejing, which contains the genuine scriptural tenets of Laozi, all the rest were fabricated and expounded by later generations. Many of them slander the Buddhist teachings and plagiarize Buddhist words; furthermore, they have incorporated works on yin-yang, medicine, and the various philosophers, frequently altering the names and adding erroneous commentaries, losing their original truth. They have fabricated talismans and spells, falsely claiming that wearing them will cause merchants to gain doubled profits, husbands and wives to live in harmony like mandarin ducks, progeny to multiply, men to have longevity, and women to be chaste—misleading and deceiving the multitude in more ways than one, with the intention of coveting wealth and seducing wives and daughters. There are also instructions prompting people to entertain improper hopes, claiming that by wearing a talisman on the arm, a man will become a ruler or minister, a woman will become an empress or consort, they will not drown when entering water, will not burn when entering fire, and will not be harmed by knives and swords.' Heavenly Master Zhang, Realized Master Qi, Realized Master Li, and Realized Master Du were then ordered to test these in fire, but they all begged for mercy and their lives, admitting that these were false fabrications and not daring to test them. It is now proposed that, except for Laozi's Daodejing, all fabricated Daoist liturgical texts, scriptures, and printing blocks found anywhere should be burned. Furthermore, according to the memorial of Realized Master Qi, Realized Master Li, Realized Master Du, and others, they stated: 'Regarding the texts within the Daoist Canon, apart from Laozi's Daodejing, anything that is concocted and untrue writing by later generations, we are willing to have completely burned, so that we too may be clear.' This memorial is granted. Henceforth, let all Daoist masters conduct themselves according to Laozi's Daodejing. If any love the Buddhist scriptures, let them become monks; if they do not wish to be monks, let them take wives and become commoners. Except for the Daodejing, all the fabricated scriptures and printing blocks of the Daoist Canon shall be completely burned. We now dispatch Controller Quan of the Buddhist Teachings in all routes and Dulu, Palace Reception Envoy of the Central Secretariat, to proceed. When the imperial decree arrives, regardless of whether they are officials, Daoist masters, Daoist nuns, scholars, soldiers, civilians, artisans, falconers, hunters, or persons of any other status, wherever any Daoist scriptures are stored, the local darughachi and civilian officials shall exert their efforts to carefully confiscate the exact quantities, clearly hand them over to the dispatched officials, and burn and destroy them before their eyes. Furthermore, the paintings and carvings of the Eighty-One Transformations in temples shall be completely eradicated. After this promulgation, if anyone conceals any fabricated lies of the Daoists that slander the Buddhist teachings, plagiarize Buddhist words, covet wealth, seduce wives and daughters, or these deceptive talismans, spells, and Daoist scriptures large and small, and if the local officials do not exert their efforts to confiscate them, they shall be punished together with those who concealed them. Aside from this, books of the various philosophers, medicine, and the like among the people, which have their own printing blocks, are not subject to this prohibition. Let it be according to this.
