Surname Liu. Reigned by the virtue of Fire. Capital at Chang'an (now Jingzhao of Anxi Route, which was Qin's Xianyang; within the territory of Yong Prefecture. Gaozu renamed it Chang'an). In the beginning, the Han used the Qin calendar, taking the tenth month as the first month. Only in the first year of the Taichu era under Emperor Wu did they begin to use the Xia calendar, establishing the yin month as the first month. In the fifth year of Han, the realm having been settled, Lou Jing, on garrison duty in Longxi, passed through Luoyang. Through General Yu he had an audience with the Emperor and said, 'The land of Qin is girded by mountains and bounded by rivers, fortified on four sides; it is fitting to make it the capital.' The Emperor asked the assembled ministers. Zhang Liang said, 'Lou Jing's proposal is correct.' On that very day the imperial carriage journeyed west to establish the capital at Chang'an. Lou Jing was appointed a Gentleman of the Palace and bestowed the surname Liu.
