城陽景王章之後。王莽末。樊崇起兵於莒。崇盧其眾與莽軍相亂。皆朱其眉以相認破莽軍。更始二年以盆子為天子。後漢建武三年降光武以盆子為趙王郎中。因病失目　右新室更始合一十六年。復為東漢。

He was a descendant of King Jing of Chengyang, [Liu] Zhang. At the end of Wang Mang's reign, Fan Chong raised troops in Ju. Chong feared that his multitude would become confused with Mang's army, so they all painted their eyebrows red to recognize one another, and they defeated Mang's army. In the second year of Gengshi, they made Penzi the Son of Heaven. In the third year of Jianwu of the Later Han, he surrendered to Guangwu, who appointed Penzi as a Gentleman of the Palace to the King of Zhao. Later, due to illness, he lost his sight. The above House of Xin and Gengshi together comprise sixteen years; the empire then returned to the Eastern Han.
