庚戌六月。改元景雲元年。八月以左武衛大將軍薛訥兼幽州都督節度使。節度使之名始自訥也。百官賜爵。普度僧道萬數（舊唐史）。

In the sixth month of the gengxu year [710], the reign era was changed to the first year of Jingyun. In the eighth month, Senior General of the Left Militant Guard Xue Ne was concurrently made Military Commissioner (jiedushi) and Area Commander-in-chief of Youzhou. The title of jiedushi began with Ne. Titles of nobility were conferred upon the civil and military officials. Monks and Daoists numbering in the tens of thousands were granted general ordination (Old Tang History).
