秋八月三日。都城大雨水泛漲水。詔求直言（歸田錄）。宰相曾公亮。甞因敷陳知杭州沈文通奏。天竺看經院（上竺寺也）觀世音菩薩。始自石晉至今治平。福天下澤生民。前後靈跡甚著。蒙旨賜曰天竺靈感觀音院。端明殿學士禮部侍郎蔡襄繼守是邦。一新院宇用揭新額（上竺紀勝）。

In autumn, on the third day of the eighth month, heavy rains flooded the capital, and an edict sought straightforward counsel (*Guitian lu*). Grand Councilor Zeng Gongliang once presented a memorial based on a report by Shen Wentong, Administrator of Hangzhou, stating that Avalokiteśvara Bodhisattva of the Tianzhu Sutra-Reading Cloister (Upper Tianzhu Monastery), from the Later Jin dynasty down to the present Zhiping era, had blessed all under Heaven and moistened living beings, with miraculous signs being extremely manifest throughout. A decree was received bestowing the name 'Tianzhu Linggan Guanyin Cloister' (Tianzhu Efficacious Avalokiteśvara Cloister). Cai Xiang, Academician of the Duanming Hall and Vice Minister of Rites, subsequently governed this commandery, thoroughly renovating the cloister's buildings and hanging the new plaque (*Shangzhu jisheng*).
