In the sixth month, the Sui Emperor decreed that Longshou Mountain in Chang'an was suitable for building a capital city; the city was named Daxing City, the hall was named Daxing Hall, and the monastery was named Daxingshan Temple. He decreed that the populace throughout the realm be freely permitted to leave household life, and furthermore had funds collected per capita to produce scriptures and images. He appointed Dharma Master Tanyan as Controller of the Office for Illuminating the Mysteries (Zhaoxuan tong) and ordered him to assist in translating scriptures. He also ordered Dharma Master Sengmeng to reside at Daxingshan Temple, soon promoting him to Grand Controller and Tripiṭaka Dharma Master of the Great Sui Empire. In the forty-five prefectures through which the Emperor had previously passed during his days of obscurity, Daxingguo Temples were simultaneously founded (Kaihuang lu).
