During the reign of Emperor Xizong of Tang, he served as a subordinate general under Dong Chang, defeating and repelling Huang Chao's troops. Chang appointed Liu as Chief Commander. Soon Dong Chang also rebelled. Emperor Zhaozong made Liu Pacification Commissioner of Zhedong to suppress Chang, and advanced his title to Grand Marshal of the Armies of the Realm, soon after enfeoffing him as king. Down to this time, in the first year of Kaiping of Liang, he was enfeoffed as King of Wuyue. Emperor Zhuangzong of Later Tang bestowed upon him jade tallies and a golden seal.
