一戒資掌印　宗泐封印　凡有施行。諸山須要眾僧官圓坐署押眼同用印。但有一員不到。不許輒用。差放者不在此限。

First: Jiezi holds the seal; Zongle secures the seal. Whenever orders are executed, for the various mountains, all Buddhist officials must sit in a full assembly, sign jointly, and affix the seal in each other's presence. If even one official is not present, it is not permitted to use it at will; those sent on mission are not subject to this limit.
