On Protecting Dokham and Ü-Tsang: The imperial edict stated: “Great indeed is the Golden Immortal of Great Awakening! Grand indeed in practice! Emerging through immeasurable, passing through asaṃkhyeyas [of kalpas], he descended from Tuṣita and was born in the pure royal palace. How extraordinary was his cultivation on the Snowy Mountains! Could worldly people surpass this? In the heavens and the human realm, having traversed broad kalpas, the more endurance he practiced, the more he accomplished the Buddha-way. His goodness covered the human world, and his Dharma spread across the realm. If someone follows this Way, Heaven will examine and the spirits will assist him, and after this life he will wander together in the realm of the Buddha. If anyone violates this Way and slights the Buddha, Heaven will examine and the spirits will know it; he will be trapped in the hells, dwelling together with ghosts, waiting until the kalpa of rubbing away the stone is exhausted before being born again. Is this not sorrowful and bitter? If a single thought aligns with the Buddha, a hundred misfortunes vanish like smoke and transform into various blessings. Now the masters of the various monasteries in the two prefectures of Dokham and Ü-Tsang follow the great teachings of the Tathāgata and possess the numerous scriptures of the Five Indias. On our behalf, they expound and propagate, transforming the violent and obstinate to follow goodness, opening people's minds to cleanse their offenses. We consider that the Buddha acts thus for the sake of sentient beings; now the various masters of the many monasteries also act thus for the Buddha, secretly assisting the royal order and conferring much blessing on the people. Should anyone dare not to revere the Buddhist teaching and slight the various masters, the local Regional Military Commission shall execute the law against them without neglect.”
