In the sixth month, an imperial edict was issued to all under Heaven to carry out the policy of caring for the elderly. The instruction stated: “Honoring age is the means to teach respect; serving elders is the means to teach compliance, and so forth.” On the eighth day of the eighth month, the Ministry of Rites memorialized that, based on monk Xinghai and others requesting the issue of a notice to protect the monastic precincts, they had reverently received an imperial edict: “Issue a notice to the monasteries to post, prohibiting and restraining all classes of people from slighting the Buddhist teachings, abusing monks, or causing unseemly disturbance. Violators shall be restrained by the local authorities. Respect this.” In reverent compliance, the notice was issued and distributed to all monasteries under Heaven to be posted for prohibition. On the sixteenth day of the eighth month, officials of this Ministry reverently received an imperial edict at the Fengtian Gate: “The Yunnan monks Xinghai and others are returning; provide them with courier-transport boats. Respect this.” This was communicated to the Ministry of War for reverent compliance and execution. The Imperial Instruction on the Yunnan Monks Traveling on Pilgrimage stated: “The teaching of the Golden Immortal willingly accepts loneliness and achieves its goal in suffering and emptiness; therefore, cultivators of the Way mostly lodge on crags, sleep under trees, wander destitute amid forests and springs, admire the bright moon of the boundless sky, and chant to the pure wind under the pines. They place themselves beyond worldly matters and regard worldly affairs as empty space. Those like this are the ones who cultivate it and proclaim it. You, the cultivating monks of Yunnan, did not shrink from ten thousand li of distance, wishing to awaken to the twelve links of dependent origination. If you were only to stop at the capital and take Yunnan as your model, how would you know the scenic beauty of Tiantai, the splendor of the Two Zhe, and the abyss of eminent monks? I specially decree that you travel, surveying the famous mountains, broadening your minds, and sharpening your spiritual intelligence. When you return at another time to expound Chinese words at Jinma and discuss the landscape at Biji, at that time your Way will crown Diancang, and your spirit will wander through the eight extremities. How delightful!” In the twelfth month, the Imperial *Grand Pronouncements* in three parts were completed and promulgated to all under Heaven.
