In the dingmao year, the twentieth year of Hongwu [1387], the imperially composed Great Plan of the Book of Documents was completed; Rectifier of Omissions Liu Sanwu was ordered to preface it. The Administration Commissioner of Zhejiang and the prefectures of Suzhou and elsewhere completed compiling the Fish-Scale Registers showing the shape, boundaries, and quadrants of the lands. In the second month, the Emperor personally plowed the imperial field and dispatched officials to sacrifice to the First Farmer. When the ceremony concluded, he feasted the ministers at the altar site and instructed them, saying: 'Plowing the sacred field is an ancient rite. It is first to provide grain for the sacrificial vessels, and second to encourage agriculture and attend to the fundamental.' On the eleventh day of the fourth month, Minister of Rites Cui and others again received an imperial edict to promulgate the ordination certificates throughout the realm and re-issue proclamations. He instructed the Chan Master Exalter of the World, Pandita, saying: 'Chan Master, you have traveled from the West to the East, yearning for the Way morning and night, devoted solely to delivering people and benefiting beings. As We observe the Chan Master’s determination, your efforts are exceedingly steadfast, and your practice through the years is exceedingly profound. Therefore, you receive offerings from all directions; the good bow in reverence and the wicked rejoice. Previously, you reached the vast sea in the east and paid homage to Potala; returning your tin staff through Qiantang, you meditated for a time at Tianmu; you traveled west to Mount Lu. As for China's famous mountains, the Chan Master’s desires have already been fulfilled. You have now returned to the capital, resting your staff on the sunny side of Zhongshan, meditating daily in the rock caverns. Through that by which the Chan Master enters the profound, observing above and examining below, your mind wanders in spirit through the eight extremities. Only the spirit-heavens clearly observe this.'
