In the jia-xu year, the twenty-seventh year of the Hongwu era [1394 CE], the Central Buddhist Registry was ordered to direct the thirteen provincial administration commissions to select monks to fill official posts. Thereupon, Juding, Daocheng, Jingjie, and others answered the summons and were granted appointments. In the first month, the Emperor said to Liu Sanwu: "The longer I have reigned, the more fearful I become, fearing that my mind for governance might slacken. Once a slackened mind arises, all affairs fall into neglect, and the welfare of the people depends on it. Therefore, I become more cautious day by day, fearing only that I will fall short. Even with such governance, its effectiveness has not yet reached completion. How truly difficult it is to govern!" Sanwu prostrated himself and said: "That Your Majesty's words touch upon this is a blessing for Heaven, Earth, the spirits, and men." [The Emperor] issued an edict saying: "It is human nature to be complacent about what is overlooked. When full, one forgets hunger; when warm, one forgets cold, not thinking of making preparation. Once sudden disaster or famine is encountered, one is at a loss without recourse. Knowing deeply the hardships of the people, employ all means to encourage and supervise them, so that they may all obtain fullness and warmth."
