There was a great minister named Upakāśa, who admonished them, saying, “Great kings, do not dispute! The Buddha’s relics should be divided so that all may make offerings together. Why raise armies to conquer and punish one another?” At that time Śakra Devānām Indra manifested in human form and spoke to the kings, saying, “We devas should also have a share. If we contend by force, there will be victory and defeat. It would be fortunate if you would grant them to us without making difficulties.” At that time the dragon king Anavatapta, the dragon king Mucilinda, and the dragon king Elāpattra spoke to the eight kings, saying, “We too should have a share of the relics. If you do not grant them, our strength is sufficient to subdue you.” Then Upakāśa said, “Worthy ones, halt for a moment! The relics should be divided among all.” Thereupon he divided them into three shares: one share was given to the devas, one share to the dragon kings, and one share to the eight kings. The dividing jar held one dān and more. This minister secretly smeared the inside of the jar with honey and measured out the shares of the relics with the jar. The devas obtained their relics, returned to the heavens, and immediately erected a seven-jeweled stūpa. The dragons obtained their relics, returned to the dragon palace, and likewise erected a seven-jeweled stūpa. The eight kings obtained their relics, each returned to his own country, and likewise erected a seven-jeweled stūpa. The minister Upakāśa took the relics adhering to the jar, together with the jar, and likewise erected a seven-jeweled stūpa. For the forty-nine hu of ashes and earth, forty-nine jeweled stūpas were erected. At the place of cremation, a jeweled stūpa was also erected, thirty-nine ren in height.
