祐以為。能供三寶本在天人。故忉利閻浮塔廟森列。至於難頭龍王。及大士應化。所以法滅之時收藏尊經。其能建剎不亦宜乎。

You remarks: Those capable of making offerings to the Three Jewels are fundamentally among devas and humans; therefore, stūpas and shrines stand in dense rows throughout Trāyastriṃśa and Jambudvīpa. As for the dragon king Nanda and the responsive manifestations of the mahāsattvas, the reason they collect and store the revered scriptures when the Dharma disappears—is it not entirely fitting that they can erect stūpas?
