The appraisal states: Since the transmission of the Dharma under the Han dynasty, dwelling places did not distinguish between Chan and vinaya; therefore, those who understood Chan and penetrated the Dharma all resided in a single monastery, merely having separate cloisters. When it came to Baizhang establishing regulations, he applied skillful means from his own intention, which also belonged to the current of the dhūtas. To rectify the crooked and follow the straight was indeed a simple and easy task. The saying goes: 'I make the ancient.' 'Ancient' means the old; 'the old' means affairs. If the undertaking is successfully accomplished, it is said to have begun from this; if unsuccessful, it is said that one should not establish aberrant practices on one's own. Now Master Hai established the precedent, and the whole realm followed him, precisely because the benefits were many and the harms few. To posthumously title Master Hai 'Great Wisdom'—is it not truly fitting? A proverb says: 'Unless the benefit is a hundredfold, do not change the rules.' One must know that in changing these rules, the benefits were manifold indeed. The Mahīśāsaka-vinaya contains the statement that even if something is not the Buddha's regulation, if it is pure in various regions, one must carry it out.
