The Records on the Abiding of the Dharma says: After Maitreya Tathāgata achieves right awakening, for the śrāvaka assembly he turns the wheel of Dharma in three assemblies, causing them to escape saṃsāra and attain the realization of nirvāṇa; and even if all kings and ministers who cross over all, if in the True Dharma of the present Śākyamuni Buddha they are able to perform Dharma affairs and plant roots of goodness themselves, or teach others to plant them—that is to say, toward all the Mahāyāna sūtras associated with the profound emptiness in the Mahāyāna sūtra-piṭaka, namely the Prajñāpāramitā-sūtras, the Saddharmapuṇḍarīka-sūtra, the Suvarṇaprabhāsa-sūtra, and so forth; such Mahāyāna sūtras with a hundred koṭi divisions and differences, the Mahāyāna Vinaya, and the Śrāvaka Tripiṭaka; in such treasuries of the True Dharma, whether spoken by the Buddha, spoken by bodhisattvas, spoken by śrāvakas, spoken by gods, or spoken by the wise, which are able to bring about benefit and profit; and even if one is able, regarding a four-line verse, to read it oneself or teach another to read it, uphold it oneself or teach another to uphold it, explain it oneself or teach another to explain it; or show reverence and make offerings to a Dharma master, or show reverence and make offerings to a sūtra scroll, namely making offerings with various flowers, incense, banners, canopies, music, and lamps; or adorn the sūtra scroll with various colored pouches, silks, threads, and ribbons—by the power of such roots of goodness, when Maitreya Tathāgata achieves right awakening, they will successfully attain a human body, and in that Buddha's second assembly, with pure faith, they will leave the household life, go forth into the non-household state, shave their hair and beards, and don the Dharma robes; having joined the holy assembly, in accordance with the power of their past vows, they will then attain nirvāṇa. This is called the retributive reward obtained by those who plant roots of goodness for the sake of Dharma affairs in the second assembly. (The Fayun jing and that record largely agree with this text).
