In Eastern India, the king of Karṇasuvarṇa was named Śaśāṅka; the king of Kanyākubja was named Rājyavardhana. The minister Bhandi urged the son of the late king, the younger brother of the deceased ruler, Harṣavardhana, to become king. The prince dared not accept, and forthwith went before the statue of the Bodhisattva Avalokiteśvara on the bank of the Gaṅgā River, fasting and praying. The Bodhisattva manifested his form and said: 'In a previous life, you were an araṇya monk in this forest, diligent and tireless. By the power of this merit, you have become this prince. Since the king of Karṇasuvarṇa has destroyed the Buddha-Dharma, you, succeeding to the throne, should restore and propagate it anew. Taking loving-kindness and compassion as your aim, you will before long rule over the territory of the Five Indias.' Thereupon he accepted the instruction, withdrew, and succeeded to the throne. Everything happened according to the holy words, and for thirty years no weapons of war were raised.
