Liu Du of the Jin dynasty was a native of Liaocheng in Pingyuan. In his home district there were over a thousand families, all of whom revered the Great Dharma, erected statues, and made offerings to monks and nuns. In the time of Mianlü Zhu Muwei, this county often harbored fugitives. Wei was greatly resentful and wished to wipe out the entire city. The multitude was utterly terrified, certain that they would all be wiped out. Du then purified his sincerity and led the multitude to take refuge in Avalokiteśvara. Shortly thereafter, Wei saw an object descend from the air and wrap around the pillar of the house where he was staying. Astonished, he looked and found it was the Avalokiteśvara Sūtra. He had someone read it to him; Wei was overjoyed and reduced the executions. Thereupon, this city was spared from harm.
