The external treatise says: Sages respond to the world fundamentally to benefit and assist the common folk, observing above and examining below to benefit and pacify the myriad kinds. Therefore they tasted herbs and trees to blend the essence of the five grains; they planted mulberries and cudrania to provide the floss of the eight silkworms. Hence they hung garments and preserved agriculture, established the Director of Agriculture, and appointed the Minister of Clothing to benefit the common people; it was precisely in this. If one woman does not weave, the realm suffers cold on her account; if one man does not plow, the realm lacks food on his account. Now Śākya handed down a teaching that does not weave and does not plow: his scriptures have no method for abstaining from grain, yet the fields are stripped of plowing and farming men; his doctrine lacks the technique of boiling and bleaching, yet the work has cast aside weaving and spinning women. Thus we know: holding the bowl and shaking the staff, on what can they rely to eke out a living? Exposing the right and draping the left, on what can they depend? Therefore, within a single year, hunger and cold both arrive; we have not heard of any benefit, but have already witnessed distress and poverty. The world cannot understand this. This is their fourth delusion.
