The external treatise says: Ritual separates the Chinese and the barbarians, and high and low are evident in the classic canons. The difference between fringe and central ways, and who prevails or falls, is recorded in the historical annals. The lords of the Rong and Di are not permitted to usurp the title of king; the rulers of Chu and Yue thus demoted themselves to the rank of viscount. How can the petty artisans among the Xiongnu be matched against the great teachers of our Heavenly Kings? This is the fourth distinction between Hua and Yi.
