16.21

汝所營建慈悲寶剎。諸佛威神不營多功。裁欲運力即便竪立。幽顯欣仰我亦隨喜。不得與汝同共瞻拜。以此為恨耳。越勅。

"The compassionate jeweled stūpa that you have constructed did not require much labor owing to the awe-inspiring spiritual power of the Buddhas: scarcely was effort exerted before it was raised up and established. The unseen and the manifest rejoice in admiration, and I too join in rejoicing. That I could not gaze upon it and worship together with you is my only regret." Imperial Decree.
