省啟。具汝所懷。法事既善豈不欣然。吾內外眾緣憂勞紛總食息無暇。廢事論道是所未遑。汝所為未體國也。越勅。

I have examined your petition and fully understand your sentiments. Since Dharma matters are virtuous, how could I not rejoice in them? But my inner and outer conditions are manifold; worries and toils are complex and tangled, leaving no leisure even for eating or resting. To discard affairs of state and discuss the Dao is something for which I have no spare time. What you are doing does not show understanding of the state. Imperial Edict.
