2.27

世宗即位。下詔曰。緇素既殊法律亦異。故道教彰於互顯。禁勸各有所宜。其僧犯殺人已上罪者。依俗格斷。餘犯悉付昭玄。以內律僧制判之。

When Emperor Shizong ascended the throne, he issued an edict stating: "Monastics and the laity are distinct, and their laws and regulations also differ. Therefore, the teachings of the Way are clarified through reciprocal illumination, and proscriptions and encouragements each have what is fitting for them. Monks who commit offenses of murder and above shall be judged according to secular statutes. All other offenses are to be remitted to the Court of State Buddhist Affairs (Zhaoxuan) to be adjudicated according to the internal Vinaya and monastic regulations."
