24.6

門下。佛法訛替沙門混雜。未足扶濟鴻教。而專成逋藪。加項姦心頻發凶狀屢聞。敗道亂俗人神交忿。可符所在與寺耆長精加沙汰。後有違犯嚴其誅坐。主者詳為條格。速施行。

From the Chancellery: The Buddha's teaching has fallen into degeneration, and the śramaṇas have become corrupt and mixed. Not only are they inadequate to succour and aid the grand teaching, but they have exclusively turned into havens for outlaws. Moreover, wicked intentions have recently flared up repeatedly, and heinous conduct has been reported again and again. Ruining the Way and throwing secular customs into disorder, both humans and spirits share resentment against them. Let instructions be sent down to the local authorities, so that in conjunction with the monastic elders of the temples they carry out a thorough purge. If there are violations hereafter, make their penal sentences severe. Let the officials in charge draft detailed regulations and implement them swiftly.
