時京邑僧等二百餘人。往蓬萊宮申表上請。左右相云。勅令詳議拜不拜未定。可待後集僧等乃退。於是大集西明。相與謀議共陳啟狀。聞諸寮寀云。

At that time, over two hundred monks and others from the capital went to the Penglai Palace to submit a memorial and present their request. The Chancellors of the Left and Right said, “An imperial edict ordered a thorough deliberation on whether to bow or not to bow, and it has not yet been decided. You may wait for a later assembly.” The monks and others then withdrew. Thereupon they assembled in great numbers at Ximing [Temple], deliberated together, and jointly drafted a petition to report to the various ministers and officials.
