又外道雖復五熱炙身投淵赴火窮諸苦行。未必皆噉食眾生。今出家人噉食魚肉。是三不及外道。

Furthermore, although non-Buddhists scorch their bodies with the five fires, throw themselves into abysses, jump into fire, and exhaust all kinds of ascetic practices, they do not necessarily devour sentient beings. Nowadays, those who have left the household devour fish and meat. This is the third way they fall short of non-Buddhists.
