26.69

制又問僧辯法師。常日講律時為當許徒眾食肉。為當不許。若不許噉肉有食肉者應驅遣去。若許者作若為說。奉答。若約教解不全言不許。若論其意未常開許。

The imperial inquiry again asked Dharma Master Sengbian: 'When you regularly lecture on the vinaya, do you permit the assembly of disciples to eat meat, or do you not permit it? If you do not permit eating meat, those who eat meat should be expelled. If you permit it, what do you say?' He respectfully replied: 'If explained according to the teaching, it does not entirely forbid it; but if discussed according to its underlying intent, it has never permitted it.'
