From the Chancellery: The ultimate man empties himself, forgetting self and other in his bosom. The compassionate heart of the Śākya teaching regards sameness and difference with impartiality. Thus we know that the superior sage's commiseration knows no barrier across the myriad regions; the great compassion of broad deliverance treats beings like an only child. When the Sui lost the Way, the nine realms seethed. We personally commanded the main armies to deliver these bright punishments. Taking the oath at Mu and climbing the pass of Er, there was never a tranquil year. Some, like dogs barking at Jie, were deluded and foolish and caught in this net of Tang; yet holding fast their beards in righteous indignation, they went to their deaths holding the tally of fidelity. Each perished for what he served, and all possess something worthy of praise. Days and months pass by, flowing far off like departing rivers. Although Xiang Ji transgressed against the mandate, mounds and trees were marked at his burial tumulus; though Ji Xin sacrificed his life, his image was depicted in crimson and lapis pigments. We still fear that beneath the nine springs they remain sunken in cauldrons, and amidst the eight difficulties they are forever wrapped in ice and coals. With a sorrowful and aching heart, We forget both rising and sleeping. Pondering how to plant a field of merit to deliver their wandering souls, wherever battles have been fought since the raising of the righteous cause, for the righteous warriors and fierce foes who lost their lives in the ranks of war, let monasteries be built and supreme companions invited. We hope that where the Dharma drum resounds, blazing fire will transform into blue lotuses, and where the clear chanting is heard, the sea of suffering will turn into amṛta. Let the relevant offices assess and determine the locations, assign monastery names, allocate monks, and construct the halls and cloisters, drawing up a complete list of provisions to report, so as to match Our intention of pity and commiseration. To mark the defeat of Xue Ju, erect the Zhaoren Temple in Binzhou.
