The Emperor, a disciple of the bodhisattva precepts, bows his head and makes obeisance to all the buddhas of the ten directions, the immeasurable revered Dharma, and all the worthy and sage beings. I reflect that all past and future buddhas, through various causes and conditions, have spoken or will speak respective expedient means; none are not true speech, and all are wonderful Dharma. The principle has no two extremes; the destination is surely the same return. But according to karma and mind, the consciousness of all kinds of beings is received; following what is seen and attached to, the appearances of the myriad beings diverge. Categories have shallowness and depth; awakening has slowness and speed. The single taste of the Dharma rain is received unevenly; the single sound of the Dharma thunder is heard with differentiation. Therefore, the Hīnayāna and the sudden teaching were designated separately because of this; śrāvakas and bodhisattvas parted ways on this account. As for the deer park, where the sheep cart and Hīnayāna were first taught, with the extinction of ash-like nirvāṇa and portioned-out liberation: using the skillful means of all the buddhas, it met the capacities of the multitudes. This was called the half-word, not yet attaining the three dots. When it came to converging the three to return to the one, reverting to the origin and returning to the source, the Mahāyāna sutra named Innumerable Meanings was spoken. Extinguishing the conjured city halfway on the path, the jewel carriage was driven onto the four crossroads. The bright pearl in the lining of the robe, hidden away, appeared once more; the true treasure in the topknot only then emerged. The jewel stupa issued forth into the empty sky; the bodhisattvas welled up from the great earth. Manifesting rare events, it certified the subtle and wonderful Dharma: supreme, most revered, difficult to encounter and meet. As a disciple, a commoner at the causal stage, I have shouldered the burden of the tally of authority. Just as I wished to follow the ancient models to save the populace, I reflect that Fuxi's weaving of nets severely lacked great compassion, and King Tang's opening of the snare was still not the goodness of the true Dharma. Raising banners at Dan River was different from subduing Māra under the Bodhi tree; holding jade at Mount Tu was not the great assembly at the jeweled precinct. Therefore, resting my mind on the seven factors of awakening and focusing my thoughts on the four right efforts, I abide in the bodhisattva vehicle, reveal the teaching of non-three, study the Tathāgata's conduct, and open the gate of non-duality, drawing in the bewildered multitudes and guiding away all delusions. Now, at a certain place, I reverently perform the Lotus Confession for a certain number of monks and a certain number of days. May the assembly present here pay reverent homage with utmost sincerity to Śākyamuni Tathāgata and Prabhūtaratna World-Honoured One; pay homage to the Mahāyāna scriptures of the Wonderful Dharma Lotus; pay homage to Samantabhadra Bodhisattva and Dharma Master Prabhāpāla. May Prabhūtaratna Tathāgata well up from the earth; may Samantabhadra Bodhisattva ride his elephant through the sky; may they both enter the bodhimaṇḍa and witness this merit. Beat the great Dharma drum and turn the wonderful wheel of the Dharma! Shake the world and awaken the common ranks! Cause the empty Dharmadhātu to have no more śrāvakas, and let boundless sentient beings all become bodhisattvas, grasping the nature and marks to reach the unborn state together. I bow my head and pay reverent homage to the eternally abiding triratna.
