The Emperor, a disciple of the bodhisattva precepts, bows his head and makes obeisance to all the buddhas of the ten directions, the immeasurable revered Dharma, and all the worthy and sage beings. Searching within Vulture Peak, there naturally exists the mark of eternal abiding; at the white crane grove, fundamentally there is no principle of change. Thus we know that as for true liberation, who can discern coming and going? For real wisdom, there is neither birth nor extinction. Yet the inverted and foolish do not understand the principle of the three dots; covered by ignorance, they uselessly harbor doubts about the eighty [years of life]. Thereupon, the four buddhas and World-Honoured Ones and hundreds of thousands of bodhisattvas all assembled in the chamber of Ruciraketu, clearly proclaiming the lifespan of Śākyamuni, clarifying the wonderful verses of praise, and producing the Dharma sound of repentance. This is called the King of Dharmas, subtle and foremost. Taking all-knowledge as its foundation and merit as its adornment, it can illuminate all the celestial palaces, can grant joy to sentient beings, can dissolve erratic and evil stars, can remove costly grain and famine, can dispel fears, can eradicate distress, can turn back enemies, and can cure diseases. The merit of practicing according to the Dharma is vast indeed. As a disciple, with this limited wisdom, I inherit the grand enterprise; I constantly fear that the appropriateness of ruling the realm does not conform to the principles of government, and that the way of presiding over the world goes contrary to heaven's decrees. The diverse undertakings are not yet peaceful, and the populace is not yet comforted. I only wish to take refuge in the triratna, rely on the unseen void, protect and care for sentient beings, and support the state. Now, at a certain place, I reverently establish the Golden Light Confession for a certain number of monks and a certain number of days. May the assembly present here pay reverent homage with utmost sincerity to Śākyamuni Tathāgata, the four buddhas and World-Honoured Ones, the Golden Light Sutra, and Ruciraketu Bodhisattva. May the bodhisattvas dwell long in the world; may the devas and benevolent spirits not leave this land. May they benefit through skillful means, broaden the fields of merit, cast the cloud of compassion, and open the sun of wisdom, serving as an eye and path and acting as a place of reliance, accomplishing the bodhimaṇḍa of awakening and securing an immovable realm. I bow my head and pay reverent homage to the eternally abiding triratna.
